The priestly blessing and the glory of the Lord

It was always in God's heart to have His people draw near. It was not just for the priests, but it was for the entire congregation. Moses and Aaron went into the tabernacle of congregation and when they came out they blessed the people and the glory of the Lord appeared on all the people. A true blessing can only be bestowed on others, after the person blessing them has encountered God.
