How Samuel represents the restoration of prophecy in the church

We're meant to hear the voice of the Father. His sheep hear the Shepherd's voice. In our identity as priests we can receive the voice of God and then we go and speak the word of God to others (prophecy), like Samuel. The birth of Samuel represents the prophetic anointing being restored to the church.
